Duties and responsibilities:

Ensures effective management of the monitoring and evaluation process, focusing on achieving the following results:

  • Provide technical support to the Sub-Recipient (SR) and other implementing partners to strengthen their monitoring and evaluation systems;
  • Participate and contribute to the development of Monitoring and Evaluation Frameworks;
  • Together with the M&E Officer for HIV/AIDS and M&E Officers of SR and other implementing partners , strengthen, harmonize and standardize the existing malaria data collection, analysis and reporting system, in line with the national HMIS Plan and Programme indicators;
  • Assist the M&E Officer for HIV/AIDS to develop and deliver trainings/capacity building in M&E and HIS for personnel implementing partners. This will include the development of training manuals and materials, as well as facilitation of the training workshops;
  • In consultation with the Project Coordinator and M&E Officer HIV/AIDS, develop a regular review process with field sites to evaluate the utilization and impact of ongoing monitoring tools in order to measure improvements in programme quality, giving feedback to field sites, SR, other implementing partners and the Project Coordinator;
  • Work with the M&E staff of MoHCW and other implementing partners to collate and analyse all monthly and sentinel site data for reporting;
  • Validate the quality of collected data (through sample analysis);
  • Support the preparation of reports e.g. quarterly, annual and other programme reports in a timely manner;
  • Support the implementation of the Capacity Development Plan (2015-2017);
  • Assist in the identification of potential implementation problems and bottlenecks; and
  • Any other tasks as may be assigned by the Project Coordinator to support the overall Management, Supervision, Monitoring and Evaluation of the implementation of the Program.

Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achieving the following results;

  • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports;
  • Support the design and delivery of M&E and HIS training and/or capacity building to personnel of MoHCW and other sub-recipients, and implementing partners involved in the implementation of GFATM grants;
  • Participate in external supervision and evaluation missions of the GFTAM and other agencies by facilitating access to M&E data as required

Required Skills and Experience

Education:

A Masters Degree or equivalent in Public Health/Health Sciences/Social Sciences .

Experience:

  • At least 5 years M&E related experience in the field of tropical diseases;
  • Epidemiological literacy and skills in M&E and HMIS methodologies e.g. in both quantitative and qualitative monitoring and evaluation methods;
  • A strong background in programming, having worked with projects wherein systematic input, output and process data were collected and used to guide programming;
  • Experience in developing and facilitating training in M&E and HMIS;
  • A good understanding of routine health information systems, and literacy in management information systems;
  • Extensive knowledge of database design and use, data processing and analysis;
  • Knowledge of MS Excel/Access, EPI Info or similar data analysis packages;
  • Previous UNDP/GFATM work experience will be and added advantage.

Language:

  • Fluency in English with good verbal and written skills.
