Wicknell Chivayo Eyes Gwanda Solar Project as Government Moves to Review Contract

Controversial businessman Wicknell Chivayo is set to make a return to the spotlight with the Gwanda Solar Project, as the Zimbabwean government has announced that it is reviewing the contract with him for a potential new deal. The government’s decision to revisit the agreement comes after Chivayo and his company, Intratrek Zimbabwe (Private) Limited, were acquitted of charges related to the misappropriation of US$5.6 million for the failed 100MW solar initiative.
In 2024, Chivayo and Intratrek were cleared by the Harare Magistrates Court, which found that the delay in prosecution had rendered the case untenable. Despite the legal victory, the Gwanda Solar Project had already drawn intense scrutiny, with Chivayo often criticized for his controversial business practices, earning a reputation as a face of corruption in some circles.
Energy and Power Development Minister, July Moyo, confirmed the government’s shift towards moving the project forward during a recent parliamentary appearance. According to Moyo, the Gwanda Solar Project is now poised to progress with new parameters in place following the conclusion of the court case. He highlighted that the legal battle’s resolution had paved the way for the project to proceed.
“Following the Supreme Court judgement of December 2023, which upheld a prior High Court decision affirming the validity and binding nature of the engineering, procurement, and construction (EPC) contract for the Gwanda Solar Project, both ZPC and Intratrek are required to fulfil their respective obligations under the original contract,” Minister Moyo said.
However, due to the long delay in the project’s initiation, the terms of the contract will be reviewed. Moyo explained that changes in the solar energy landscape, as well as upgrades to the nearby 132kV transmission line and network developments, have led to a revised feasibility study. The updated study will refine the project’s implementation framework, adjusting technical specifications and revising the contract price.
“Once these processes are finalized, the Gwanda Solar Project will be amended to incorporate the revised contract price, updated technical specifications, and provisions addressing the project’s environmental and social impact,” Moyo added.
The Gwanda Solar Project has remained a point of contention due to Chivayo’s involvement in previous scandals. In addition to the solar project, Chivayo and his associates were exposed in 2023 for their role in a US$100 million tender awarded to supply election materials to the Zimbabwe Electoral Commission (ZEC). The controversial deal raised questions about corruption and abuse of public funds, involving several key figures, including ZEC officials and prominent businessmen.
As the government moves forward with the Gwanda Solar Project, many are watching closely to see how the revised contract terms will impact the project’s future and whether the involvement of Chivayo will continue to be a point of contention.
