Harare Mayor Exposes Shocking Medical Aid Fund Scandal
A startling revelation has emerged from the Commission of Inquiry investigating the City of Harare, as Mayor Jacob Mafume exposed a suspicious transaction involving the Council’s medical aid fund. The fund allegedly spent US$1 million on a house in Ruwa, raising serious concerns about financial accountability and transparency within the City of Harare.
Mafume described the transaction as a “grand theft” exercise, masked as an investment, and pointed out the severe contradiction between the financial mismanagement and the denial of medical treatment to the Council’s employees. He questioned why funds meant for the welfare of the workers were being diverted, particularly when they were unable to access the medical services they were entitled to.
Further deepening the concerns, Mafume revealed that the title deeds for the property in question had not been received by the City of Harare, indicating a possible fraudulent or incomplete transaction. He highlighted the severity of the situation, emphasizing that such large sums of money simply do not disappear without some form of wrongdoing.
During the inquiry, Mafume defended his decision to be actively involved in meetings with the Harare Municipal Medical Aid Society (HMMAS), asserting that his involvement was essential to uncovering the alleged misuse of funds. “US$1 million doesn’t just disappear,” Mafume stated. “If council workers are being denied treatment while their money is being misused, I have a duty to ask questions.”
